The Jay County Commissioners have designated Jay County Drug Prevention Coalition as the Local Coordinating Council (LCC) to review potential grants and award these grants from the Jay County Alcohol and Drug Countermeasures Fund.
The mission of the Jay County Drug Prevention Coalition (JCDPC) is to “to promote best practices among youth and adults to reduce the illegal use and abuse of alcohol, tobacco, and other drugs in Jay County."
To this end, JCDPC seeks to provide funding to those alcohol and drug initiatives in Jay County that address identified priority issues in the areas of prevention, treatment, and justice/enforcement. The dollars from this fund must be distributed as follows:
To comply with guidelines set forth by the Governor’s Commission for a Drug Free Indiana, members of JCDPC have identified two problem statements and objectives which affect Jay County. Agencies or programs targeting these issues in Jay County are eligible to apply for funding.
The grant request must meet at least one objective identified below. Each grant request must also comply with the Indiana Code 5-2-11 definition of prevention, criminal justice services and activities, and intervention (below). Grant requests that do not meet these requirements will not be considered for funding. Priority for funding will be given to evidence-based programs. Please review the definitions, problem statements and objectives to determine the eligibility of your request.
According to Indiana Code 5-2-11 the three program areas of the Drug and Alcohol Countermeasures Fund are defined as the following:
1) “Prevention” is defined as the anticipatory process that prepares and supports an individual and programs with the creation and reinforcement of healthy behaviors and lifestyles.
2) “Criminal justice services and activities” means programs that assist:
(1) law enforcement agencies;
(2) courts;
(3) correctional facilities;
(4) programs that offer probation services; and
(5) community corrections programs; with individuals who have alcohol or drug addictions
and who are suspected of having committed a felony or misdemeanor, have been charged with a felony or misdemeanor, or have been convicted of a felony or misdemeanor.
3) “Intervention” means:
(1) activities performed to identify persons in need of addiction treatment services; and
(2) referring persons to or enrolling persons in addiction treatment programs

- 25% for flexible distribution in the above categories or administrative costs.

Problem Statements and Objectives
Problem Statement #1: The use and abuse of alcohol, marijuana, prescription drugs and illicit drugs by our youth continues to be a problem.

Objectives:
- Focus and support school, community and county events through participation in drug awareness and education opportunities and programs.
- Support the enforcement and adjudication of youth that use alcohol, marijuana and illicit/prescription drugs.
- Focus educational efforts to the community on the dangers and consequences of alcohol abuse, marijuana and illicit/prescription drugs through media, materials, and activities.
- Promote the establishment of policies that will further discourage adults from providing alcohol to minors
- Support prevention efforts for youth.
- Support treatment opportunities for those identified as having a substance abuse issue.
- Educate the community about the consequences associated with providing alcohol to minors.
Problem Statement #2: The use and abuse of alcohol, marijuana, prescription drugs and illicit drugs by our adults continues to be a problem.
Objectives:
- Focus and support community and county events through participation in drug awareness and education opportunities.
- Provide resources for programming opportunities that support alternatives to alcohol, marijuana and illicit/prescription drug use for the community.
- Discourage social acceptance and focus educational efforts to the community on the dangers of alcohol misuse, marijuana and illicit/prescription drugs by providing education through media, materials and community activities.
- Provide resources for treatment opportunities for individuals identified with substance abuse issues.
- Support the enforcement and adjudication of alcohol misuse, marijuana and illicit/prescription drugs.
- Provide resources for community during “drug take back” events.
- Educate the community about the consequences associated with providing alcohol to minors.
