Executive Director
Kimbra Reynolds is the Executive Director of the Jay County Drug Prevention Coalition (JCDPC), dba PAST Recovery Services. She is a Licensed Clinical Addictions Counselor, Certified Peer Recovery Coach, and Certified Prevention Specialist II, and holds an MBA with a specialization in Healthcare Management. With more than 35 years of experience, Kimbra has built her career around substance use prevention, treatment, recovery, coalition development, and community-based systems change. Her leadership has strengthened cross-sector partnerships and expanded prevention and recovery resources throughout East Central Indiana. Kimbra is a graduate of the National Coalition Academy and Graduate Coalition Academy through CADCA. She has served in numerous state and regional leadership roles related to substance misuse prevention, mental health promotion, and community coalition development. A state and national presenter, Kimbra regularly shares her experience in coalition building, prevention, recovery-oriented systems of care, and community response to substance use. She also provides consultation and technical assistance to community coalitions and organizations and has served as a reviewer for local, state, and federal grant initiatives. Throughout her career, Kimbra has focused on bringing organizations and communities together to move beyond individual programs and build coordinated systems that create lasting change.

Ally Raines, CAPRC II
Director of Prevention Ally has been part of the Jay County Drug Prevention Coalition since 2019, where she has developed a strong passion for community work and substance use education. In November 2025, she stepped into the role of Director of Prevention, seeking a new challenge and an opportunity to focus more on prevention efforts. Ally is especially passionate about reaching youth, both in schools and throughout the community, and providing education and support that can make a lasting impact. She values building connections and working alongside community partners to create meaningful change. Ally is excited to continue growing prevention programming and helping strengthen the community she cares deeply about. |

Sara Mann, CAPRC II
Director of Recovery As the Director of Recovery, Sara Mann brings both professional experience and personal passion to her work. Since stepping into the role in November 2025, she has remained deeply committed to strengthening the impact of the organization’s programs. Being in long-term recovery herself, Sara understands the challenges of pursuing lasting change, a perspective that fuels her dedication to creating meaningful programs that meet people where they are. Sara focuses on building impactful initiatives, supporting staff, and ensuring every participant feels seen and empowered. She is passionate about cultivating environments where recovery can thrive and is excited about the growing impact these programs have on the community. For Sara, this work is more than a career; it is a core part of her identity. |

Amanda Sibery, CAPRC - I
Community Peer Lead/Jay Co. IRACS Lead I joined the Jay County Drug Prevention Coalition on November 16, 2022, as a Delaware County-based Community Peer. Driven by my personal experience with recovery and a passion for service, I served in that role for two years before joining the Jay County IRACS team as a Reentry Peer in January 2025. My rapid advancement led me through roles as IRACS Team Lead and Jail Services Supervisor, ultimately becoming the Community Supervisor. Now overseeing both the Jail Services and Community teams, I am a solution-driven leader dedicated to supporting my coaches and pursuing continuous growth to better serve the community. |

Gary Burnham
Delaware Co. IRACS Forensic Peer Gary Burnham currently serves as the Supervisor of Delaware County IRACS (Integrated Re-Entry and Correctional Support). He worked his way into this leadership position through years of showing up with passion, dedication, and a commitment to helping others find a path toward recovery and a better life. As a Certified Peer Recovery Coach, Gary has continued to pursue education, training, and professional growth, earning his Recovery Coach Supervisor credential and CADAC. His lived experience with addiction and incarceration has given him a unique perspective and a deep understanding of the struggles many individuals face. Today, Gary uses those experiences not as something that defines him, but as a source of purpose. He is passionate about spreading light, creating hope, and helping others break free from the chains of addiction and the cycle of incarceration. His journey is a reminder that recovery is possible, purpose can be found, and our past does not have to determine our future. |

Keith Adams
Blackford Co. IRACS Program Supervisor Kieth has 5 years and 7 months in recovery after 27 years of living in active addiction. He was assistant director at the Harmony Home of Huntington for four years before transitioning into a role as a peer coach and now he oversees the Blackford County IRACS program. |
